How to submit your TSS claim

A complete walkthrough of the HSE TSS reimbursement process for GP Journey, from purchase to reimbursement.

01
Check your eligibility and TSS balance

Before purchasing, confirm you hold an HSE NCHD contract, have completed at least 12 weeks in your current post, and have a remaining TSS balance that covers the cost. Log in to the NER portal at ner.hse.ie or contact your Medical Manpower Unit to verify.

02
Purchase your GP Journey plan

You do not need to wait for TSS approval before purchasing. Purchase your chosen plan on GP Journey. Access begins immediately. Your 8-week study period starts from the date of purchase.

03
Receive your receipt

Immediately after purchase, your GP Journey receipt is sent automatically to your inbox. It can be used as supporting documentation in your TSS claim submission.

04
Confirm your post is matched on DIME

Your current employer must have your post matched on the DIME workforce management system before you can submit a TSS claim. If unsure, ask your Medical Manpower Unit or HR department to confirm this.

05
Submit your claim through the NER portal

Log in to the NER portal at ner.hse.ie or use the NER app on your phone. Navigate to your TSS claims section, attach your GP Journey receipt as supporting documentation, and submit your claim for the amount paid.

06
Wait for local approval and processing

Your claim will be reviewed by your hospital's Medical Manpower Unit. Processing timelines vary by hospital and payroll cycle. Many eligible doctors receive reimbursement within 4–8 weeks, though this is not guaranteed and depends on local procedures and approval pathways.

HSE TSS FAQ

GP Journey paid plans are designed to be eligible for HSE TSS reimbursement for qualifying doctors. Whether a specific claim is approved depends on your individual eligibility, your hospital's local approval process, and your remaining TSS balance. A receipt is provided for both plans.
TSS eligibility during leave depends on your contract status, remaining allowance, and the specific circumstances of your leave. You should confirm your eligibility directly with your Medical Manpower Unit, as policies can vary and change. You must still meet the general eligibility criteria including the minimum 12 weeks service requirement.
TSS approval decisions are made at hospital level. If a claim is not approved, the decision will come from your Medical Manpower Unit. You can query the decision with them directly and ask for the specific reason. If you purchased GP Journey before approval, access to the platform is not affected by the outcome of a TSS claim.
No. TSS allowances do not roll over between training years. The HSE training year runs from July to July, and any unused allowance within that year is forfeited. If you have a remaining balance, it is worth using it before the end of the training year.
Typically you will need: your GP Journey receipt, access to the NER portal (ner.hse.ie), confirmation that your post is matched on the DIME system, and a remaining TSS balance covering the amount claimed. Your Medical Manpower Unit can advise on any additional local requirements.
Add-ons may also be eligible for TSS reimbursement, depending on the nature of the add-on and local approval decisions. We recommend confirming add-on eligibility with your Medical Manpower Unit before purchasing if this is a consideration for you.
Processing times vary by hospital and depend on local approval procedures and payroll cycles. Many eligible doctors receive reimbursement within 4–8 weeks of submitting a completed claim, though this is not guaranteed. If you start studying immediately after purchase, you will not need to delay your preparation while waiting for reimbursement.
The official HSE TSS Guidance Document is published by HSE NDTP and is available through the RCPI website.
