HSE TSS FAQ

GP Journey paid plans are designed to be eligible for HSE TSS reimbursement for qualifying doctors. Whether a specific claim is approved depends on your individual eligibility, your hospital's local approval process, and your remaining TSS balance. An invoice is provided for both plans.
TSS eligibility during leave depends on your contract status, remaining allowance, and the specific circumstances of your leave. You should confirm your eligibility directly with your Medical Manpower Unit, as policies can vary and change. You must still meet the general eligibility criteria including the minimum 12 weeks service requirement.
TSS approval decisions are made at hospital level. If a claim is not approved, the decision will come from your Medical Manpower Unit. You can query the decision with them directly and ask for the specific reason. If you purchased GP Journey before approval, access to the platform is not affected by the outcome of a TSS claim.
No. TSS allowances do not roll over between training years. The HSE training year runs from July to July, and any unused allowance within that year is forfeited. If you have a remaining balance, it is worth using it before the end of the training year.
Typically you will need: your GP Journey invoice, access to the NER portal (ner.hse.ie), confirmation that your post is matched on the DIME system, and a remaining TSS balance covering the amount claimed. Your Medical Manpower Unit can advise on any additional local requirements.
Add-ons may also be eligible for TSS reimbursement, depending on the nature of the add-on and local approval decisions. We recommend confirming add-on eligibility with your Medical Manpower Unit before purchasing if this is a consideration for you.
Processing times vary by hospital and depend on local approval procedures and payroll cycles. Many eligible doctors receive reimbursement within 4–8 weeks of submitting a completed claim, though this is not guaranteed. If you start studying immediately after purchase, you will not need to delay your preparation while waiting for reimbursement.
The official HSE TSS Guidance Document is published by HSE NDTP and is available through the RCPI website. Your hospital's Medical Manpower Unit can also provide guidance specific to your post and hospital. Always refer to the official documentation for the current rules, as policies may be updated.
Official source guidance: This page provides explanatory information about the HSE Training Support Scheme to help eligible doctors understand the process. For the definitive rules, allowances, and eligibility criteria, always refer to the official HSE TSS Guidance Document (RCPI/NDTP) and confirm your eligibility with your hospital's Medical Manpower Unit. TSS rules, allowances, and procedures may change. Last reviewed: April 2026.
